BOC-3

A BOC-3 is the filing that designates a process agent, a person who can accept legal documents on the carrier’s behalf, in every state where the carrier operates. FMCSA generally requires it before granting interstate operating authority. It is filed through a process agent or a blanket-coverage service, not directly by the carrier.
